The Canon A510 is a very capable camera and at this price, a terrific bargain. Image quality is exceptionally good, with spot-on metering and good auto-focus. Shutter lag is non-existent and the start-up time of just a second is very good for the price. In short, this is a nicely built piece of kit that works exceedingly well. Also consider:
Olympus Mju mini digital
This is a very good beginners camera, allowing new users to take great photos, and feel like a pro. However, the only criticism I have is that very little memory is included, which is standard for camera, so its a very good idea to invest in at least 256 mb's of secure digital memory.
The camera has many shooting modes, allowing the user to have varying levels of control over the settings. Great for point and shoot, but also great for the more advanced users who may wish for more control over the camera.
